There was a issue earlier today in which the Neon wallet API temporarily went down, causing wallets to display a zero balance. City of Zion quickly got the API back up and running.
Update: #CoZ devs have fixed the issue, and NEON will display the correct $NEO balance https://t.co/MqwaYQ3ag9

Users can rest easy that this was a display issue only, and that funds have not been moved. You can check your balance anytime by searching for your address on neotracker.io
If you’re still experiencing issues with your Neon wallet, please check the following –
1. Ensure you’re using version 0.0.5. Versions 0.0.4 and below APIs have been taken down.
2. Ensure you uninstalled old versions of Neon before installing 0.0.5
3. Reboot your computer.
If you have done all the above and are still having problems, please reach out on the NEO Slack #Support channel. Link – NEO Slack Channel
