The Neo Council has released an MVP version of a new governance portal, a key deliverable stemming from discussions at Centre Point 2 in Singapore. The platform offers NEO and bNEO token holders a public space to engage in proposal discussions, express sentiment, and observe Council decision-making in a more transparent and structured manner.

Developed initially by the Flamingo Finance team, the portal will be maintained and iterated on by the Council as a whole. It aims to strengthen transparency, accountability, and collaboration between the Council and its electorate. Although still in its early phase, the MVP includes core features such as proposals, sentiment voting, discussions, and multiple authentication methods for participation.

Users can create an account using a username and password or sign in with a supported Neo N3 wallet. While all users can read proposals, participation in discussions and voting requires a minimum balance of one NEO or bNEO. Council node members and core developers are exempt from this requirement.

At this stage, only Council members can create proposals. However, all eligible community members can comment and vote with their token weight. These votes serve as non-binding sentiment indicators intended to inform Council decisions, which ultimately determine the outcome of each proposal.

Proposals follow one of three duration types—Majority Immediate, Weekly, or Monthly—defining how long each remains open. Votes and proposals are currently managed off-chain, though on-chain functionality may be introduced in the future depending on usage and community feedback.

The Council encourages community members to test the MVP by signing in, leaving comments on a live proposal, and casting sentiment votes. Feedback is welcome both on the platform and in the Neo Discord’s #gov-platform-feedback channel.

Potential future updates include Council activity reports, platform usage analytics, support for informal discussion threads, and broader usability improvements.
